Syrian Kibbeh Bil Sanieh Beef and Bulgur Bake
A crisp baked bulgur shell encloses seasoned beef and pine nuts in a compact Syrian-style casserole for two.

Ingredients
- 1/2 cup fine bulgur
- 1/2 cup hot water
- 8 oz ground beef
- 1 small onion, grated
- 1/2 tsp ground allspice
- 1/2 tsp ground cumin
- 2 tbsp pine nuts
- 1 tbsp tomato paste
- 1 tbsp melted butter
- 1/2 cup beef broth
- 1/2 tsp kosher salt
- 1 small cucumber, sliced
Steps
- Soak bulgur in hot water for 15 minutes, then squeeze out excess moisture.
- Brown half the beef with onion, allspice, cumin, pine nuts, tomato paste, and half the salt until it reaches 160°F (71°C).
- Mix soaked bulgur with the remaining raw beef, broth, butter, and remaining salt until it holds together.
- Press half the bulgur mixture into a small oiled baking dish, spread the cooked filling over it, then cover with the rest.
- Score the top and bake at 400°F (205°C) until browned and the center is hot, 25 minutes; serve with cucumber.
